The CBN circular of June 2026 requires payment transaction data to be stored and managed in Nigeria from 1 January 2027. It covers primary processing, databases, backups, access management, encryption keys and audit logs. For most banks, fintechs and payment service providers, that data sits today on AWS, Azure or Google Cloud in regions outside the country. This is regulatory context, not legal advice; your compliance team owns the interpretation.

    Assess

    Inventory of workloads, data flows and hyperscaler dependencies. Regulatory exposure per system. Target cost of ownership against current cloud spend. Output: a scoped platform design and a wave plan.

  2. 02

    Design the foundation

    Choose the hypervisor with eyes open. VMware VCF, Nutanix AHV, Proxmox VE or OpenStack, compared on licence cost, support and maturity. Compute, S3-compatible storage and network are sized for the first three waves, not the final state.

  3. 03

    Build the platform layers

    Kubernetes on top of virtualisation, a PaaS for application teams, and the data services the migration will need first: PostgreSQL, Kafka, Valkey, object storage. Everything provisioned as code and reproducible in a second site.

  4. 04

    Give teams a cloud experience

    Self-service portal, APIs, GitOps pipelines and an internal service catalogue. Developers keep the workflow they had on the hyperscaler. The difference is where the data lives.

    Prove the controls

    Data mapping in OpenMetadata, residency evidence, key management inside the country, audit logging with retention. The platform is documented the way an inspector will ask for it.

    Operate and hand over

  2. 2Stand up the foundation. Two racks in a Lagos data centre. Hypervisor, S3-compatible storage and network deployed from code in weeks.
